Prof. Robert Rubel, served 30 years active duty as a light attack/strike fighter aviator, including command of Strike Fighter Squadron 131 of the United States Navy. Most of his shore duty was connected to professional military education (PME) and particularly the use of wargaming to support it. After retiring from active duty, he served on the faculty of the Naval War College, first as an analyst in the Wargaming Department, later becoming its Chairman. As Chairman, he transformed the department from a mostly military staff organization to an academic research organization.

From 2006 to 2014 he served as Dean of the Center for Naval Warfare Studies, the research arm of the Naval War College. Prof. Rubel has authored more than thirty professional journal articles, several book chapters and a number of online forum posts and presentations. He has lectured at a number of international war colleges, including those of the United Kingdom, Japan, Germany, Colombia and Mexico. He continues to serve as an advisor to the Chief of Naval Operations on various issues including fleet design and professional military education.
